* Moved attachaments POST url from /issues/attachments to /attachments

* Implemented attachment upload on release page

* Implemented downloading attachments on the release page

* Added zip and gzip files to default allowed attachments

* Implemented uploading attachments on edit release

* Renamed UploadIssueAttachment to UploadAttachment
