Provide a bit more journald integration. Specifically:
- support emission of printk-style log level prefixes, documented in [`sd-daemon`(3)](https://man7.org/linux/man-pages/man3/sd-daemon.3.html#DESCRIPTION), that allow journald to automatically annotate stderr log lines with their level;
- add a new "journaldflags" item that is supposed to be used in place of "stdflags" when under journald to reduce log clutter (i. e. strip date/time info to avoid duplication, and use log level prefixes instead of textual log levels);
- detect whether stderr and/or stdout are attached to journald by parsing `$JOURNAL_STREAM` environment variable and adjust console logger defaults accordingly.

This is an implementation of a quota engine, and the API routes to
manage its settings. This does *not* contain any enforcement code: this
is just the bedrock, the engine itself.
The goal of the engine is to be flexible and future proof: to be nimble
enough to build on it further, without having to rewrite large parts of
it.
It might feel a little more complicated than necessary, because the goal
was to be able to support scenarios only very few Forgejo instances
need, scenarios the vast majority of mostly smaller instances simply do
not care about. The goal is to support both big and small, and for that,
we need a solid, flexible foundation.
There are thee big parts to the engine: counting quota use, setting
limits, and evaluating whether the usage is within the limits. Sounds
simple on paper, less so in practice!
Quota counting
==============
Quota is counted based on repo ownership, whenever possible, because
repo owners are in ultimate control over the resources they use: they
can delete repos, attachments, everything, even if they don't *own*
those themselves. They can clean up, and will always have the permission
and access required to do so. Would we count quota based on the owning
user, that could lead to situations where a user is unable to free up
space, because they uploaded a big attachment to a repo that has been
taken private since. It's both more fair, and much safer to count quota
against repo owners.
This means that if user A uploads an attachment to an issue opened
against organization O, that will count towards the quota of
organization O, rather than user A.
One's quota usage stats can be queried using the `/user/quota` API
endpoint. To figure out what's eating into it, the
`/user/repos?order_by=size`, `/user/quota/attachments`,
`/user/quota/artifacts`, and `/user/quota/packages` endpoints should be
consulted. There's also `/user/quota/check?subject=<...>` to check
whether the signed-in user is within a particular quota limit.
Quotas are counted based on sizes stored in the database.
Setting quota limits
====================
There are different "subjects" one can limit usage for. At this time,
only size-based limits are implemented, which are:
- `size:all`: As the name would imply, the total size of everything
Forgejo tracks.
- `size:repos:all`: The total size of all repositories (not including
LFS).
- `size:repos:public`: The total size of all public repositories (not
including LFS).
- `size:repos:private`: The total size of all private repositories (not
including LFS).
- `sizeall`: The total size of all git data (including all
repositories, and LFS).
- `sizelfs`: The size of all git LFS data (either in private or
public repos).
- `size:assets:all`: The size of all assets tracked by Forgejo.
- `size:assets:attachments:all`: The size of all kinds of attachments
tracked by Forgejo.
- `size:assets:attachments:issues`: Size of all attachments attached to
issues, including issue comments.
- `size:assets:attachments:releases`: Size of all attachments attached
to releases. This does *not* include automatically generated archives.
- `size:assets:artifacts`: Size of all Action artifacts.
- `size:assets:packages:all`: Size of all Packages.
- `size:wiki`: Wiki size
Wiki size is currently not tracked, and the engine will always deem it
within quota.
These subjects are built into Rules, which set a limit on *all* subjects
within a rule. Thus, we can create a rule that says: "1Gb limit on all
release assets, all packages, and git LFS, combined". For a rule to
stand, the total sum of all subjects must be below the rule's limit.
Rules are in turn collected into groups. A group is just a name, and a
list of rules. For a group to stand, all of its rules must stand. Thus,
if we have a group with two rules, one that sets a combined 1Gb limit on
release assets, all packages, and git LFS, and another rule that sets a
256Mb limit on packages, if the user has 512Mb of packages, the group
will not stand, because the second rule deems it over quota. Similarly,
if the user has only 128Mb of packages, but 900Mb of release assets, the
group will not stand, because the combined size of packages and release
assets is over the 1Gb limit of the first rule.
Groups themselves are collected into Group Lists. A group list stands
when *any* of the groups within stand. This allows an administrator to
set conservative defaults, but then place select users into additional
groups that increase some aspect of their limits.
To top it off, it is possible to set the default quota groups a user
belongs to in `app.ini`. If there's no explicit assignment, the engine
will use the default groups. This makes it possible to avoid having to
assign each and every user a list of quota groups, and only those need
to be explicitly assigned who need a different set of groups than the
defaults.
If a user has any quota groups assigned to them, the default list will
not be considered for them.
The management APIs
===================
This commit contains the engine itself, its unit tests, and the quota
management APIs. It does not contain any enforcement.
The APIs are documented in-code, and in the swagger docs, and the
integration tests can serve as an example on how to use them.

It is convenient to skip by setting environment, since it's OK
to use root user in job containers.
It's not a bug, but I want to backport it to v1.21 since it doesn't
break anything.

The parameter extraConfigs has never been used anywhere. This PR just
removed it. It can be taken back once it's needed.

Adds a new `/{username}/{repo}/badges` family of routes, which redirect
to various shields.io badges. The goal is to not reimplement badge
generation, and delegate it to shields.io (or a similar service), which
are already used by many. This way, we get all the goodies that come
with it: different styles, colors, logos, you name it.
So these routes are just thin wrappers around shields.io that make it
easier to display the information we want. The URL is configurable via
`app.ini`, and is templatable, allowing to use alternative badge
generator services with slightly different URL patterns.
Additionally, for compatibility with GitHub, there's an
`/{username}/{repo}/actions/workflows/{workflow_file}/badge.svg` route
that works much the same way as on GitHub. Change the hostname in the
URL, and done.

The problem was: when users set "GITEA__XXX__YYY" , the "install page"
doesn't respect it.
So, to make the result consistent and avoid surprising end users, now
the "install page" also writes the environment variables to the config
file.
And, to make things clear, there are enough messages on the UI to tell
users what will happen.
There are some necessary/related changes to `environment-to-ini.go`:
* The "--clear" flag is removed and it was incorrectly written there.
The "clear" operation should be done if INSTALL_LOCK=true
* The "--prefix" flag is removed because it's never used, never
documented and it only causes inconsistent behavior.

# The problem
There were many "path tricks":
* By default, Gitea uses its program directory as its work path
* Gitea tries to use the "work path" to guess its "custom path" and
"custom conf (app.ini)"
* Users might want to use other directories as work path
* The non-default work path should be passed to Gitea by GITEA_WORK_DIR
or "--work-path"
* But some Gitea processes are started without these values
* The "serv" process started by OpenSSH server
* The CLI sub-commands started by site admin
* The paths are guessed by SetCustomPathAndConf again and again
* The default values of "work path / custom path / custom conf" can be
changed when compiling
# The solution
* Use `InitWorkPathAndCommonConfig` to handle these path tricks, and use
test code to cover its behaviors.
* When Gitea's web server runs, write the WORK_PATH to "app.ini", this
value must be the most correct one, because if this value is not right,
users would find that the web UI doesn't work and then they should be
able to fix it.
* Then all other sub-commands can use the WORK_PATH in app.ini to
initialize their paths.
* By the way, when Gitea starts for git protocol, it shouldn't output
any log, otherwise the git protocol gets broken and client blocks
forever.
The "work path" priority is: WORK_PATH in app.ini > cmd arg --work-path
> env var GITEA_WORK_DIR > builtin default
The "app.ini" searching order is: cmd arg --config > cmd arg "work path
/ custom path" > env var "work path / custom path" > builtin default
## ⚠️ BREAKING
If your instance's "work path / custom path / custom conf" doesn't meet
the requirements (eg: work path must be absolute), Gitea will report a
fatal error and exit. You need to set these values according to the
error log.

That's a longstanding INI package problem: the "MustXxx" calls change
the option values, and the following "Save" will save a lot of garbage
options into the user's config file.
Ideally we should refactor the INI package to a clear solution, but it's
a huge work.
A clear workaround is what this PR does: when "Save", load a clear INI
instance and save it.
Partially fix#25377, the "install" page needs more fine tunes.

This PR rewrites storage configuration read sequences with some breaks
and tests. It becomes more strict than before and also fixed some
inherit problems.
- Move storage's MinioConfig struct into setting, so after the
configuration loading, the values will be stored into the struct but not
still on some section.
- All storages configurations should be stored on one section,
configuration items cannot be overrided by multiple sections. The
prioioty of configuration is `[attachment]` > `[storage.attachments]` |
`[storage.customized]` > `[storage]` > `default`
- For extra override configuration items, currently are `SERVE_DIRECT`,
`MINIO_BASE_PATH`, `MINIO_BUCKET`, which could be configured in another
section. The prioioty of the override configuration is `[attachment]` >
`[storage.attachments]` > `default`.
- Add more tests for storages configurations.
- Update the storage documentations.

The INI package has many bugs and quirks, and in fact it is
unmaintained.
This PR is the first step for the INI package refactoring:
* Use Gitea's "config_provider" to provide INI access
* Deprecate the INI package by golangci.yml rule
1. non-dev mode is treated as prod mode, to protect users from
accidentally running in dev mode if there is a typo in this value.
2. in dev mode, do not need to really exit if there are template errors,
because the template errors could be fixed by developer soon and the
templates get reloaded, help:

3. Fine tune the mail template loading message.
## ⚠️ Breaking
The `log.<mode>.<logger>` style config has been dropped. If you used it,
please check the new config manual & app.example.ini to make your
instance output logs as expected.
Although many legacy options still work, it's encouraged to upgrade to
the new options.
The SMTP logger is deleted because SMTP is not suitable to collect logs.
If you have manually configured Gitea log options, please confirm the
logger system works as expected after upgrading.

Just like rewriting queue #24505 : make code maintainable, clear legacy
bugs, and add the ability to support more writers (eg: JSON, structured
log)
There is a new document (with examples): `logging-config.en-us.md`
This PR is safer than the queue rewriting, because it's just for
logging, it won't break other logic.
## The old problems
The logging system is quite old and difficult to maintain:
* Unclear concepts: Logger, NamedLogger, MultiChannelledLogger,
SubLogger, EventLogger, WriterLogger etc
* Some code is diffuclt to konw whether it is right:
`log.DelNamedLogger("console")` vs `log.DelNamedLogger(log.DEFAULT)` vs
`log.DelLogger("console")`
* The old system heavily depends on ini config system, it's difficult to
create new logger for different purpose, and it's very fragile.
* The "color" trick is difficult to use and read, many colors are
unnecessary, and in the future structured log could help
* It's difficult to add other log formats, eg: JSON format
* The log outputer doesn't have full control of its goroutine, it's
difficult to make outputer have advanced behaviors
* The logs could be lost in some cases: eg: no Fatal error when using
CLI.
* Config options are passed by JSON, which is quite fragile.
* INI package makes the KEY in `[log]` section visible in `[log.sub1]`
and `[log.sub1.subA]`, this behavior is quite fragile and would cause
more unclear problems, and there is no strong requirement to support
`log.<mode>.<logger>` syntax.

Creating pid file should not belong to setting package and only web
command needs that. So this PR moves pidfile creation from setting
package to web command package to keep setting package more readable.
I marked this as `break` because the PIDFile path moved. For those who
have used the pid build argument, it has to be changed.

During the recent hash algorithm change it became clear that the choice
of password hash algorithm plays a role in the time taken for CI to run.
Therefore as attempt to improve CI we should consider using a dummy
hashing algorithm instead of a real hashing algorithm.
This PR creates a dummy algorithm which is then set as the default
hashing algorithm during tests that use the fixtures. This hopefully
will cause a reduction in the time it takes for CI to run.

Some bugs caused by less unit tests in fundamental packages. This PR
refactor `setting` package so that create a unit test will be easier
than before.
- All `LoadFromXXX` files has been splited as two functions, one is
`InitProviderFromXXX` and `LoadCommonSettings`. The first functions will
only include the code to create or new a ini file. The second function
will load common settings.
- It also renames all functions in setting from `newXXXService` to
`loadXXXSetting` or `loadXXXFrom` to make the function name less
confusing.
- Move `XORMLog` to `SQLLog` because it's a better name for that.
Maybe we should finally move these `loadXXXSetting` into the `XXXInit`
function? Any idea?

This PR refactors and improves the password hashing code within gitea
and makes it possible for server administrators to set the password
hashing parameters
In addition it takes the opportunity to adjust the settings for `pbkdf2`
in order to make the hashing a little stronger.
The majority of this work was inspired by PR #14751 and I would like to
thank @boppy for their work on this.
Thanks to @gusted for the suggestion to adjust the `pbkdf2` hashing
parameters.

Every user can already disable the filter manually, so the explicit
setting is absolutely useless and only complicates the logic.
Previously, there was also unexpected behavior when multiple query
parameters were present.

This PR adds support to process incoming emails to perform actions.
Currently I added handling of replies and unsubscribing from
issues/pulls. In contrast to #13585 the IMAP IDLE command is used
instead of polling which results (in my opinion 😉) in cleaner code.
Procedure:
- When sending an issue/pull reply email, a token is generated which is
present in the Reply-To and References header.
- IMAP IDLE waits until a new email arrives
- The token tells which action should be performed
A possible signature and/or reply gets stripped from the content.
I added a new service to the drone pipeline to test the receiving of
incoming mails. If we keep this in, we may test our outgoing emails too
in future.

Since #20218 introduced internal watching template, template watching
should be removed from `air`. This will prevent restart the whole server
once the template files changed to speed up developing when using `make
watch`.
To ensure `make watch` will reuse template watching, this PR introduced
a new ENV `GITEA_RUN_MODE` to make sure `make watch` will always run in
a dev mode of Gitea so that template watching will open.
This PR also added more exclude testdata directories.
Gitea will attempt to lookup its location using LookPath however, this
fails on cmd.exe if gitea is in the current working directory.
exec.LookPath will return an exec.ErrDot error which we can test for and
then simply using filepath.Abs(os.Args[0]) to absolute gitea against the
current working directory.

Unfortunately the fallback configuration code for [mailer] that were
added in #18982 are incorrect. When you read a value from an ini section
that key is added. This leads to a failure of the fallback mechanism.
Further there is also a spelling mistake in the startTLS configuration.
This PR restructures the mailer code to first map the deprecated
settings on to the new ones - and then use ini.MapTo to map those on to
the struct with additional validation as necessary.

But the internal token may be already there by INTERNAL_TOKEN_URI

This PR adds mathematical rendering with KaTeX.
The first step is to add a Goldmark extension that detects the latex
(and tex) mathematics delimiters.
The second step to make this extension only run if math support is
enabled.
The second step is to then add KaTeX CSS and JS to the head which will
load after the dom is rendered.

Adds a new option to only show relevant repo's on the explore page, for bigger Gitea instances like Codeberg this is a nice option to enable to make the explore page more populated with unique and "high" quality repo's. A note is shown that the results are filtered and have the possibility to see the unfiltered results.

This should solve the main problem of dynamic assets getting stale after
a version upgrade. Everything not affected will use query-string based
cache busting, which includes files loaded via HTML or worker scripts.
This PR adds functionality to allow Gitea to sit behind an
HAProxy and HAProxy protocolled connections directly.
